"In developing and supporting your position, you should consider the possible consequences of implementing the policy and explain how these consequences shape your position."

Does the above have the same meaning as the rest of the other "in developing and supporting your position.." instructions in which we provide a rebuttal?

Yes, those instructions are pretty much the same. If an Issue passage featured some policy to be implemented, then I think one would naturally explore the consequences of that policy.

But for Item 3 in general strategy, this is, "find rebuttals," I could not see this game-changer point, in the real sense of the word, simultaneously in writing and it's ultimate logic.

I should say sorry for my vague and ill-defined explanation. I wanted to say, that point was perfect and evinced me a vital aspect of the how-to-be of a body paragraph in analytical writing.

How long should the essay be? How many words? Some books say the longer the better. Others say longer equals more mistakes. Which is it?

Your writing skills and your supporting points are much more important than the number of words used.

The test-makers have never stated the number of words they'd like to see, however the essay examples in the GRE Official Guide suggest that longer essays score better:

The two examples of essays worth 6 are 654 words and 627 words long.
The two examples of essays worth 5 are 382 words and 506 words long.
The two examples of essays worth 4 are 392 words and 260 words long.

So the number of words you need will partially depend on what score you'd like on your essays.

I would say that 350 to 600 words should be sufficient.

Hi Brent, is this words number apply to both Issue and Argument essay?
As it might be difficult to acheive 600+ for Issue essay probably or we might need to make up or use more words in order to make it....

Yes, the advice applies to both essays.
I suggest you write one or two practice essays to see how things go.
