If a ratio question doesn't say "respectively" do we assume the numbers match up with the words or is there another tip?

The order of any given ratio will always correspond to the order in which the quantities are listed, regardless of whether the word "respectively" appears.

For example, if I say that the ratio of cats to dogs to sheep is 1 : 2 : 3, then we can correctly assume that:
cats : dogs : sheep = 1 : 2 : 3
