Why can't the triangle be an isoceles triangle 2,2,4?

That triangle (2-2-4) cannot exist.

Remember that, for any triangle, the length of 3rd side must follow the rule"

difference in lengths of 2 sides < 3rd side < sum of lengths of two sides.

So, if two sides have lengths 2 and 2, it must be true that:
0 < 3rd side < 4
So, the length of the 3rd side must be less than 4
