COLLUDED is a pretty good word here. The problem is that it is not as good as CORROBORATED.
COLLUDED is something that two thieves might do. However the word is too generic for this particular sentence.
Colluding COULD be planning a murder, or a bank robbery, but the word does not necessarily pertain to providing alibis (as is done in the above sentence)
CORROBORATED, on the other hand, perfectly describes the process of two criminals providing identical alibis so as to thwart an attempt to arrest them.
