Merriam-Webster has a second definition of ignominy as "disgraceful or dishonorable conduct, quality, or action." With this definition, would answer choice A still not be the best answer for this question? Thanks!

Great question!

I'd say that C would still be the best answer, because ENDEMIC is better addresses the "depth of accusations" than HEEDLESS does.

"depth of accusations" suggests that the bad behavior was widespread/commonplace. So, our adjective needs to reflect this.

HEEDLESS just tells us that there was a lack of care regarding the dishonorable conduct, whereas ENDEMIC tells us that the graft was commonplace.
