I'd argue that PARADIGM is too strong here.
The words in the passage suggest that SOME/MANY people are into locally-grown food, whereas PARADIGM suggests that this is the new standard for MOST people.

First of all, I should note
First of all, I should note that a restauranteur is someone who operates a restaurant.
The passage tells us that opening a restaurant (aka eatery) is a daunting task for pretty much everybody, EXCEPT a certain group of people.
Well, the only group of people who wouldn't find all of these tasks daunting would be someone who has a lot of experience running/starting restaurants.
An experienced restauranteur is similar to a consummate restauranteur.

Highly skilled, experienced, really good, complete in every way, knows what they are doing, and consummate are all similar terms.
So, a consummate restauranteur would be someone who is really good/perfect at operating restaurants. So, a consummate restauranteur wouldn't find all of the required tasks daunting because they already have experience completing such tasks.
