I noticed that in all the example questions at the bottom of the syllabus for this module, there are no 130-149 difficulty questions for text completions. Is that because all 3-blankers are at least of the Medium difficulty?

Yes, that's exactly the reason.
With 3-blank questions, you must get all 3 correct, otherwise it doesn't count.
