What does line even though....repaid mean in this sentence?

We can reword the part after the semicolon as: "; government will give film producers loans, despite the fact that most of the loans are never paid back."

The remarkable thing about the mayoral race, in retrospect, is that so many people wanted the job of managing a municipality so obviously about to _______.
A) materialize
B) disintegrate
C) crumble
D) prosper
E) flourish
F) scuffle

It all comes down to what situation would be REMARKABLE.

We know that everybody wants the job of managing municipality X.
If municipality X were a great/flourishing municipality, then it wouldn't be very surprising/remarkable that everybody would want to manage that municipality.
It would, however, be remarkable if everybody wanted a job managing a municipality that was doing poorly.
