I didn't understand question itself, are they asking mean?
when calculated mean approximately i found it as 480 million.

The question SUGGESTS that we find the CHANGES between every pair of consecutive years.
So, from 2000 to 2001, the imports DECREASE from approximately 3.3 billion to 2.7 billion. This represents a CHANGE of -0.6 billion dollars.
From 2001 to 2002, the imports INCREASE from approximately 2.7 billion to 3.4 billion. This represents a CHANGE of +0.7 billion dollars.
From 2002 to 2003, the imports INCREASE from approximately 3.4 billion to 3.9 billion. This represents a CHANGE of +0.5 billion dollars.
etc...
We COULD continue with these calculations and then find the average of all of the 9 CHANGES.
However, we can see that the sum of all 9 CHANGES will be the same as the CHANGE from 2000 to 2009
From 2000 to 2009, the imports INCREASE from approximately 3.3 billion to 9.0 billion. This represents a CHANGE of 5.7 billion dollars.
(5.7 billion dollars)/9 ≈ 0.633 billion dollars
= 633 million dollars

In 3rd question, they are asking how many women need to be added to army so that fraction of women army will be equal to fraction of women in air force?, anything wrong in my understanding of question.

I solved this assuming the original number of animals to be 100, and new number to be 108. And then bobcats as 24% of 108. What is wrong with this approach?

The problem with that approach is that we don't know the original number of animals. In fact, that's pretty much what we're asked to do.
If we use 100 for the original number of animals, then we ORIGINALLY have 32 lions and 8 tigers.
Once we add 8 tigers, we get 32 lions and 16 tigers, HOWEVER, we're told that the NEW ratio of lions to tigers is 4 to 3, and 32 lions and 16 tigers is NOT in a 4 to 3 ratio.
